I have the honour to enclose extracts from the issue of "The Chuis mail of July 25th and of" the South Chuia Morning Post" and "the Hong Kong Baily Press" of today on the subject of the Engagement of Belgian Enquirer to suparuitend the Construction of the Canton-Haukow railway.

Tu veaw of the assistauer quen by the Hong Kong Government in the redemption of the concession formerly hald by the Americans and Belgians for this railway the appointuunt of a foreign, other than British, enquirer to Suparuitand it's construction cannot but be regarded as an unfriendly & ungrateful act towards this
